Human Resources Manager - Recruitment

Job Summary: The HR Manager – Recruitment provides managerial oversight of HSA’s day-to-day recruitment operations under the direction of the Chief Human Resources Officer. The role leads recruitment service delivery, promotes fair, transparent, and compliant hiring practices, supports onboarding and offboarding, maintains recruitment-related HR Information system (HRIS) records, and contributes to broader HR operational priorities. Working with HR colleagues, managers, supervisors, candidates, external agencies, and government stakeholders, the role ensures timely and effective recruitment services across HSA.

The Human Resources Department supports 1,300+ employees across multiple departments and cost centers, within an organization operating on a $250 million budget and an HR budget of $3.5 million.

Qualifications & Experience: The successful candidate must be an accomplished HR professional with a Bachelor’s Degree in Human Resources Management, Business Administration, or a related discipline. A Master’s Degree and/or recognized HR professional certification would be desirable. The role requires five to seven (5–7) years’ experience in Human Resources, with significant experience in recruitment.

The successful candidate should also possess at least three (3) years’ supervisory or management experience. Experience in a large, complex organisation and exposure to local and international recruitment would be an asset.
