Strategic Goals and Objectives
The key strategic goals and objectives for The Health Services Authority for the 2009/10 financial year are as follows:

To be the employer of choice in the Cayman Islands
- Implement programs and activities to develop and support a culturally diverse, competent, motivated and productive workforce.
- Recruit and retain highly competent staff to meet the H.S.A’s/patient needs.
- Develop and implement an effective Performance Evaluation System (Develop indicators and measurements for staff competences)
- Recruit Training Coordinator to develop and manage organizational training programs to meet defined needs
- Implement a comprehensive HR Information System for the management of all personnel data
- Develop and implement Employee Satisfaction Survey to measure organizational performance and employee satisfaction
- Develop and introduce a Hospital Volunteer Program
- Develop Web based training to enhance the education, skills and competence of all employees

To provide quality health care that can be defined, measured and published
- Enforce and invest in a pervasive culture of safety and zero errors.
- Implement staff quality training and education programmes, well maintained facilities and state-of-the-art technology.
- Develop and implement clinical guidelines, policies and procedures
- Implement a consistent facilities and equipment preventative maintenance program
- Develop a Master facilities Plan
- Introduce a facility wide security plan (for example, swipe cards to secure all entrances and exits, and a system of approval and accountability for the issuing of keys and access to staff, visitors and contractors employed by the HSA

To support advancing the mission and vision of the H.S.A through operational efficiencies and sound financial management
- Review and cost all services provided by the H.S.A
- Implement an effective management and Inventory control system (Software Program) to improve the procurement and management of supplies
- Develop standard organizational practices and training Program for all staff on the procurement process.

Establish a comprehensive information management plan to support the business activities of the H.S.A.
- Maintain a secure IT system
- Improve the communication infrastructure i.e. telephone, paging, mobile connect, internal and external email
- Recruit and retain the staff necessary to support the information management plan
- Develop an effective Website/Intranet to provide internal/external information
- Implement requirements for Document Imaging
- Improve PROFIT’s functionality and ensure all staff are trained

Implement an effective primary healthcare program to enhance the national profile and the health and wellness of all people in the Cayman Islands
- Introduce a national Wellness Program
- Reduce chronic non-communicable disease through an effective non-communicable disease management program
- Employ additional Health Promotion Officer and Dietician
- Ensure that necessary healthcare services remain accessible and affordable to the community;
- Provide access to comprehensive and holistic primary care, with emphasis on preventive care;
- Reduce the need for hospital care, improve the health of our community, and contain the overall healthcare needs and expenditure of our community in the long run.
